Simple answer is - No. It is sellers market, not buyer market.

Yes, but I heard that last match some people received updates from certain programs during the ranking time!
How reliable, I have no Idea!!

It happens if you are ranked high enough to match at a certain program, but don't count on it. Rank according to your own desires.
