1.if it is a program that dont send rejection,then it may be you were not selected(possiblity that they are still reviewing,or you are on hold is still there)

2.Programs sent out IV and rejections...you are still in the competition

3.programs keep you on hold without informing you

4.send out Ivs in batches,so you may be in the next batch

some programs dont send cos they want to make the best use of all applicants,so before they know it is ROL,some dont think is necessary

some PDs dont enforce it so PC get away with it.The more organize a program is the likelihood they will,there are exceptions
