NRMP deadlines - shie

hi I am quite confused with the deadlines. I understand the deadline for the programs to submit the no. of positions they have is this Jan 31. And the deadline for us applicants to submit the ROL is on Feb 21. when do programs submit their ROL? Is there a deadline on Feb 9, bec. the PC mentioned that this was the deadline of my ROL? or was she just mistaken?

by the way I am asking this bec. I asked for a second look from 2 programs, can any of you suggest when is the best time to go?
