no preference of ACE-I and beta blockers in a patient with CHF, they should both be started and there is also no priority acc to te EF. a patient wit CHF whatever the EF is both of them should be started. the issue is that startin a beta blocker in a CHF patient may be problematic and you cannot start a beta blocker if the CHF is not controlled and the patient is still symptomatic or hyopensive. so to start a beta blocker in a CHF patient he/should be dry ( controlled CHF with no minimal pulm edema) and her blood pressure should be stable, you cannot start if the patient is hypotensive or becmes symptomatic hypotensive after a beta blocker.
