Katty the q ask you for the probability of both , no the probability of the husband only! so this answer is wrong

wife's brother has the ds==> both her parents r carriers.
she does not ve the ds==> her risk of being carrier is 2/3
frequency of mutant gene in general pop is (q)=5%=1/20
probability dat both r carriers =2/3*1/20=1/30
