about no. of LOR'S - syra

when i tried to assign more than 4 LOR'S to any program...it said i cannot send more than 4 LOR'S.
is that true...cant we send more than 4 LOR'S to PROGRAM.
because i'll hopefully be getting 2 US LOR'S . but that will take sometime...does that mean right now i should apply with 2 lor's from my home country and then assign the 2 US lor's later when i recieve them.

syra you cannot send more than 4 LORS so keep the slots vacant for ur us lors if you think they are going to be good.
