If you take step 3 in CT can you use that license in Chicago? Or anywhere else?

You do not have to go to Connecticut to sit the exam you can sit it anywhere you want. i topok mine in New Mexico. You conly have to apply to Connecticut Board via FSMB. You can use your result to to get H1 visa for any state.
