i went on NRMP website and took a look at the program directory and see that many program have a quota or 2-6. does this mean that they have been filling up the spots with prematch? can someone explain?

These numbers do not mean anything till the nrmp deadline for last date of quota submission, which is in late Jan. There is no need for programs to update these numbers now or make sure that they are correct.
