Does observership benefit anybody or it is just waste of time, if it is not a USCE, what is the USCE and how and where can we get one?

Yes it does matter so if you get the chance do so it is better than nothing as sometimes PD wants to know more about you from your direct supervisor. Other option is externship which unfortunately not so many program offer to foreign graduate.
