PTAL / California Letter Timeline - rsx_doc

How long does it usually take to get PTAL letter from the day you send in the application? If I am planning for 2010 match, would it be OK to apply for PTAL by July 2009? I may not have it in time for the applications but can I have it at the time of interviews?
