this is the stratefy for CCS case of snake bite and doesnt make sense to me!

yes, we know it does not make sense to you, otherwise you would not ask.

For medicine, there are so many things that do not make sense. but they are previous experiences most of time. So just follow it if it is beneficial for patients.
