lol this is for american citizen. They are entitled to do residency and then have requirements to serve the military for a good number of years.

What I understand is - they are asking if you have a signed contract with the military in that sense of commitment.

I answering a yes is very different. It means you are IN the military and participate in the military Programs. Coz they pay different fees compared to the rest of us. You can see this information as an example in the PDF titled MYERAS USER GUIDE in the section 2010 ERAS application fees. example 3.
