Yes
Breast mass,
Do Brest exam,
for cystic appearing, Untrasound, and follow it by FNAC, if the fluid is clear, and the mass regresses, just wait and do nothing and repear the breast exam in 6 weeks. If the mass doesn't disappear upon FNAC, go for mamoography if >40 yrs, or do biopsy if 40 yrs, and the cystic mass recurs more than twice in 4-6 weeks time, also
Go for excisional biopsy irrespective of the age, if,
1. There is bloody nipple discharge. (Unilateal, and suspect intraductal papilloma as the most common benign, or some cancerous condition if the predisposition is there).
2. There is skin edema and erythema suggestive of inflammatory breast carcinoma.
Hope it should work.
Regards, and good luck

Also, doesnt matter of age, if FNA is bloody then immediate cytology. depending on the results the w/u will be benign or cancerous.

Most common type of cancer appearing breast finding is Intraductal carcinoma in situ. This has an increased risk for breast malignancy but is not a malignant cancer in itself.
Once the diagnoses has been establish TX: prophylactic B/L mastectomy(whether unilat involvement or not) or Observation with check up every 6 months and a yearly mammography. Studies show either modality has equal mortality survivability.
