Application doubt - pathinterpreter

I want to apply to take Step 3 at New York. At the application I read this:
"Before the board will approve an applicant to sit for Step 3, [...] his education must be verified by NYSED. It is recommended that you provide to the NY board all required documents by July 1, 2010 [...]"

Can somebody explain how do I do this? Thanks in advance!

you don't necessarily need to apply through New York board, even though you want to sit in NY. you can apply through Connecticut or California Board. No need further paper work, no restriction...
