can i apply for CA letter though i dont have step-2 ck exam ,
will the CA med council accept the letter??

To get a CA letter you must be ECFMG certified. There is nothing called CA med council. I am assuming you mean Med board of California which issues the CA letter. There is absolutely no way to get a CA letter without an ECFMG certificate. If you want, you can apply with pending CK and certification and process your medical school transcripts in the mean time- but I doubt if they will do that.
