What do you think i should do? i would really appreciate your help guys, please advise i have my family in california and i have very good application. Would they even look at my application without the letter? if do look at it i have a good chance but if they don't than i am in big trouble ;(
Please anyone advise me about this thanks a bunch

Okay Hopkins lets put it this way, why don't you randomly pick a place in California that you plan to apply to and give them a call and e-mail another with your querry, I am sure you will receive an educated response, trust me program co-ordinators do respond.
