maybe they really want you to take a toefl, which makes no sense since you passed all the boards and CS, proving that you speak English
 . I would ignore it.

Long time back i.e. before CS was introduced, people were required to take TOEFL. But, now CS covers English evaluation too.
So, the requirement is basically for old graduates.
