hi, just passed my cs 2day but will receive ecfmg certificate in 2 weeks. now my question is" Can i apply online for step 3 now before my ecfmg certificate arrives at home? because some one told me i have to apply before 2 Sep , otherwise i will not be able to appear in step 3 this year.
plz guide me
