Step 3 FAIL 4X.NO LICENSE POSSIBLE?HELP!

1.4 fails in step 3 over the past three years. recently board cert in IM.Most states are not letting me apply for license due to this poor failure history.
2. 3 jobs offers for IM ranging from $13000 to 18000 per month STARTING...
3. Cannot start as I cannot get the permanent license to start until I pass step 3
4. Please advise on a tutoring service that will get me through at ANY COST PLEASE. NOW! as I am losing $18000 per month in lost income until I get a permanent license
