@syeda I am sorry to say this but your attitude to residency probably explains why you are not able to get it in the first place. You have a defeatist attitude based on your FMG status and it will not help you out. No government will even look twice at this petition. It is frankly idiotic and makes no sense at all. IMG Doctors who are not licensed are able to find many lucrative and satisfying careers in health related fields. Talk to recruiters or seek a job agent if you are giving up on residency. This handout you are asking for will NEVER happen because it is not the way things work in America.
Good luck to you and your MI friend. You both obviously do not understand the system yet.
