SOme programs have, suppose 15 spots for PGY 1, they have 12 for PGY2
why is there a decrease ? do some not make it to PGY 2 ?

some are prelim spots i would think, specially for bigger programs

no the pgy1 numbers includes those with prelims which dont go as pgy2's ..
