USMLE STEP 3 EXAM ELIGIBILITY REQUIREMENTS:

Is there any rules or guideline to chose the state? I live in DC metro area. I don't know if I would chose, DC, MD or VA for the State requirement?

You can choose anystate where you are eligible and take the test wherever you like.( I mean the exam venue can be on different state)
