Is this possible to practice medicine after graduated from non-ACGME accredited programs?

No, you can not take the boards, and your trainning will not be recognized.

It is different with sub fellowships, as you already have a diploma from an acre dictated residency /primary fellowship program, and you are just expanding your knowledge
