a I allowed to practice in any other state ? If not, what is the procedure to practice elsewhere?

You need to have a license for each state where you plan to work, each state has different regulations and requirement to get a license

the exception will be the VA. You can work in a different state than your license is issued if at a VA hospital/clinic.
