PM&R program vs Psychiatry - darkeye

I have been working as a physical therapist in US. have very low step 1 and step 2 score( just above 200) not sure if should give a try for physical medicine and rehab or psychiatry. my experience make PM&R sound more reasonable, however PM&R is more competitive these years and , only 25 categorical program. if I apply for advance program, I have to apply for a preliminary program which make it more complicated. if I do Psychiatry, I don't have a recomendation letter. not sure which will make me possibly get an interview. thx for helping!
