If I get my CS results on 22nd feb n rest everything is in place can I participate in dis yrs matching?

you can participate even if you don't get your CS by 22nd feb, but your chances to get an interview or to match will be almost negligible.

or you could just go in for the soap... but most places want cs by oct/nov... but you can check with them - websites/call/email...
