Candidates are able to get a SOAP position without previously interviewing at the program. However, the SOAP process is not a favorable process for the IMGs. I have always said it is primarily a AMG design product. I am sure that a program would prefer to have a candidate accepted in SOAP that has interviewed there but did not make it in the match at that program.
SOAP is conducted during a series of rounds where there is a couple of hours to accept a position if offered a position. I participated in SOAP last year and it is a gruesome process. I read somewhere previously that less than 2.7% of people who accepted a position in the SOAP were IMGs.
