J1 visa without statement of need - is that possi - oculutens

Hey guys. Hope you are all fine. Quick pre-history: I'm originally from a country with some "specific political direction" due to which it became physically impossible for me to obtain statement of need from ministry of health-care. ECFMG is requested statement of need in order to start J1 visa process. From here, I have a quick question. Is that possible to get J1 without having statement of need ?
Looking forward for yout advice, what should I do ?

NO , statement of need is essential, as far as i remember it doesn't need to be from your birth country. there is a option around it by getting statement of need from a third country, but you have to return to that country for 2yr home residency requirement.
