If I got LORs in November 2005 can I use them to submit for match this September?

Yes you can use the same LOR's. Submit your application in September and that should be fine. More than 2 years then new ones are needed.

What about if you submitted those LORs for this past match and did not match can you give them a gain???

Yes sure. It works also as the programs know they are genuine and they have already looked at them past year.
