yes ofcourse you can apply without your photo. Although most programs prefer having your photo. Programs cannot see your photo until they have offered you an interview. So u still have time. You can apply now and send photo later.

i have no idea whether photos r neccessary or not for applying but saying this thing that photos r only seen by PD when they pffer interviews is wrong lot of programms has downloaded my photo but till now no responce from anyone.
