please answer this...i was wondering, is prematch not offered to candidates who r not yet done with step 3?? can someone who already got a prematch share their opinion about this...

Yes prematch is offered regardless of step 3, but if you need an H1, they still offer you the prematch but they wont sign the contract until you take step 3.
