I am interviewing somewhere where by brother is a resident but in ANOTHER specialty is this considered a good thing by program director and are my chances better

Yes you should ofcourse state that your brother is a resident at the hospital. Its just that you have different interests from him. So I see no problem in you telling them

put it in a nice context, for example tell yes my brother is in this hospital and he encouraged you to apply in this hospital,,, as an add up say, he is very happy working here and ask your brother about good things in the hospital and embold those fact,,, make them proud of their institution.
