visa problems in india -

have been refused for visa twice !!!!!!!
have new passport but don't know what to tell the visa guys to get them to give me the visa?
ANY advicce is welcome!!!!!!!!!!!!!!!

Just a thought. Can you try different consulates? I know people do this and it has worked in the past (not sure about the success rate).
