Thanks Dr.Belibi. I think it s working for me. Communicating programs in nice way is the best option I can think of. I started calling programs and tried talk with PCs (they are not human any more, they are turned into machines now a days), some programs started giving me replies before I introduce myself, they replied, " Keep checking your emails, if you are invited for an IV u will be notified in 2-3 weeks, if you don't, Consider that as a rejection" So i stopped my further conversations without asking any more questions. Some programs asked me very nicely, they asked me even why you are interested in this particular program, they made a note and forwarded to selection committee. Now I am waiting for their reply. Best suggestion is to ask first if they have time to talk for a min than, you start conversation.
I agree with Dr.Belibi, that you have right to know whether it is rejection/hold/invitation. We can ask in non judgmental way being nice and prepare for rejection answer. This seems good option for me. I don't know about other guys. As I tried to call one program, they pulled my application and guess what I got an IV from that program (which is very good program). Worst case scenario is Rejection so be ready before you start talking to them.
