yes, relative to estrogen, b/c there's no ovulation therefore no corpus luteum to produce progesterone

and androgen and LH is elevated. but i am not sure about estrogen.

yes, also hyperandrogenism & LH/FSH increase from a normal of 1.5:1 to 3:1. This ratio mirrors the imbalance b/w E and P. Increased E will keep the FSH happy, LH increases in an attempt to trigger ovulation, and stays up b/c there's no progesterone to downregulate it.

one more point, the lack of progesterone stimulates the hypothalamus to release more FSH&LH, which in turn stimulate the secretion of E and androgens from the ovaries and more follicle recruitment towards ovulation. If these follicles don't mature and release the egg leading to the formation of corpus lutem, the cycle will be estrogen dominated. This imbalance b/w E/P explains also the bleeding irregularities in PCOS.
