Do programs take another person, if a resident didnt join due to any reason like visa issues? or there is any rules that they cant take anyone since eras is closed now. Do they accept personal submission of ducuments? thanx

they then select it themselves, they have reserve candidates that they contact directly. Otherwise they post it up as vacant position for application then you can apply to it
