Why don't the university programs ever reply to thank you emails?

depends on their interest; if they were excited by a candidate during the iv, they usually do. But don't change your ranking based on the response of programs; put in order of your interest. At the end, the program that ranked you the highest will grab you Smile

but what if one of the faculty members and 2 residents who interviewed you, replied back but not the PD? these 3 ppl gave positive vibes ...what should one think about that then?

It is always good to have positive response. A good portion of final decision is also based on your interviewers comment since they were your evaluators at that time. But that is not still binding, and no one can be sure as to how they ranked you and you need to remain cautious and make your ranking based on your interest. This is my opinion.

As imgs , i think that we will always be given lower priority on the ranking list.

The sensitivity and specificity of REPLY of thank you email/mail is very low.This is a poor tool to gauze our chances...

This has a very poor positive predictive value.
Very poor negative predictive value.
Poor validity.
Poor reliability...
