Its better to write Dear Program director-
"to whom it may concern' is sort of vague and luks careless!

But, if we write to Dear Program Director, Which program will we be addressing and also if it address IM then we cannot apply for FM and vice versa....isint it ?

your letter writer won't/shouldn't be addressing it to any specific program.
