I did for one program but that led to the program downloading both the personal statements. So, I'd advise not to change it once they have downloaded.

you can't change it, but you can make a new one, but can't send to the same program.

I did that to one program and they have downloaded both of my PS. But I read ERAS instructions, programs will only review your latest one. So it is doable.

Here's what ERAS mentions:

I deassigned a Personal Statement (or Letter of Recommendation), why was it sent?

When a document is assigned to a program to which you have already applied, you can no longer make changes to that specific document. The document(s) is scheduled for delivery, the same concept as placing the document in the mailbox and mailing it, you would not be able to get it back. If you wish to assign another document in its place, then the program will download both documents. However, the new document will overwrite the old document. Depending on the length of time between the unassigning of the old document and the reassigning of the new document, the program typically will not have access to the old document, unless, they have already printed out a hard copy of that particular document.
If you want to make a change, you must de-assign the original document; create a new LOR record or Personal Statement, and assign the new document in place of the old document.

So, if the program hasnt downloaded it yet, u cud still change it and the program wud see the new PS. But if they've downloaded it already, then they'll get both PS. And if u r sending the new PS, dont forget to deassign the old one!
