Initial mapping of the operon has differentiated the non transcribed sequence from the transcribed sequences.Deletion of 10 nucleotides from one of the nontranscribed sequences results in the transcription of the operon in both the presence and absence of the sugar. c. operator

In the present of sugar, the repressor could not bind to operator for sure because the action of the sugar; in the absence of sugar, repressor factor also can not bind to operator because it has gone.
