For change of status from H1b to J1, you can file form 539 with premium processing fee. You will get decision within 15 days. Don't get confused with H1b prmium processing !!!!!!!! The new law regarding premium processing certain types of non immigrant visa status change was effective from last year. But it's always better to take advise from lawyer !!!!!!!!!!
