Go to the hospital website before asking these to the PDs. Most of the information is there.

Yes, it is frustrating, especially when you think of all the money you might be wasting. But try and contact the PC instead of the PD, because he/she is very busy most of the time (not that the PC is not...) and may get irritated with that kind of questions.

you list your question 1. 2, 3, .... You can get an answer directly to the question.
if they do not respond, then probably call them?

even before u will send email,do search cause if site has needed info,they will just redirect you there or will not answer at all .

Yes, that's the thing... PCs rarely answer the phone, and are flooded with e-mails from candidates. But if you have the time to spend doing it, go ahead!
I would rather search the webs, it's more guaranteed to have results. Or do both.
