i did not pass step 3, now on h4 visa but my husband has filed for green card and we may get one. if i go on j1 visa can i convert it to permanet residence when our green card is approved, thanks.

No u cannot...once u go on a J1 u have to satisfy the home country req or do a waiver job. U will be eligible for any other status including green card only after that. U should consult a lawyer for expert advice.

You don't need to change visa. As u r already on H4, u have the right to get residency without going for J1. The only benefit of going for H1 after completion of step 3 is that at some time in the future u may be eligible to apply for green card. But believe me it's the hardest path to get green card. As your husband is alredy on the process, it's better for u to stay as dependent. To be more confirmed , u can consult one of the immigration attorney.It's not expensive to consult only. Good Luck.

you can't work on an H4 visa, try to take step 3 again within 3 months after your last one. Accepting J1 will require you to serve back to your country even if you become greencard/citizen while doing residency unless you get a waiver. Let's say, you can't take step3, you'd get a J1 , i think you'd still better off because after serving a waiver, you can work with your green card, you don't have to go through H1b petition by an employer anymore.
