Does anyone have an idea if they give out prematch offer for preliminary surgical residency position?

donot even try,,,
i made every effort for the past three years for a prelim. and never succeded to get more than 2 interviews in a year

yes, there have been prematch offers for preliminary General Surgery for IMGs.
In theory it should not be so difficult to match at a prelim, maybe is because not many AMGs rank prelim surgery very high.
At the end of the 2010 Match, only 60.4% of all prelims were filled, leaving the rest for the scramble.

Good luck with that. Prelim surgery is a very uncomfortable place to be in, unless you have an assured 2nd year position. I would say get the real deal.
