RNA is not part of any transcription complex. A transcription complex is formed by the association of four different kinds of proteins that position the RNA polymerase for transcription. RNA is the result of transcription, not part of the "machinery" that makes it.

An enhancer is a segment of DNA that regulates the expression of a gene that may be hundreds or thousands of nucleotides away. An activator protein binds to the enhancer and brings the enhancer into proximity of the promoter by looping the DNA. When the enhancer is brought closer to the transcription complex, gene expression is increased.
