RNA is not part of any transcription complex. A transcription complex is formed by the association of four different kinds of proteins that position the RNA polymerase for transcription. RNA is the result of transcription, not part of the "machinery" that makes it.

An enhancer is a segment of DNA that regulates the expression of a gene that may be hundreds or thousands of nucleotides away.
