You can do something like that..If you get it or not- it depends on the your efforts and the place you are at. If you don't know someone, you will need to actively and persistently look for such an opportunity. If you are at a place with some big hospitals around you, your chances of getting something increases a bit. But it helps only if you do something at an academic hospital, and get a very nice reco from the neurologist (not a generic one). LoR from a private practitioner rarely helps in application process...
