mine were just offered to me during the interviews.
but if you want it, just ask for it - no harm trying, and at least then, you'll get to know (roughly) where you stand with the program.

You guys mean that we can ask for prematch during an interview even if it's not offered to us at all?

that is correct.... you do not want that to be your first question to the PD though.... but at the end you can definitly ask if there program offers prematch.... it does no harm... if you have good communication skill.... you can always put the question in a way that would show your interest in the program, rather than just enquiring about it.
