So I'm a dual citizen and I got my current J1 for internal medicine on a statement of need (SON) from Country A. Now there has been a change of circumstances which makes me unable to go back to Country A, can I apply for J1 for subspecialty training using SON from Country B?

Does ECFMG care at all where I get my SON from?
