may be they are doing this to see that medically underserved areas are getting health care.is it a law that if you worked in cap exempt hospital as a resident you have to take up job that is cap exempt later on?will it be difficult to finds such jobs?are most private practices and jobs subject to cap?
so is this whole thing just a proposition or is it a new rule?
