What is your visa status as well, if you are a green card holder, then getting into family practice is not a problem, if you are not a green card holder go to areas where only few IMGS OR AMGS go.
Keep on trying, sooner or later you would be able to join the team of "residents"
Keep focused, try to do volunteer work in a hospital, that will help you a lot, e.g.: how to interact with pts, how to write a good CV., how to do your job etc.
